Greetings, about the issue you described, if it happens in Microsoft Teams web APP, then to narrow down if this issue is related with the browser, please use a different browser to see if you can successfully create and assign assignment to your students.
Also, if you are using Teams desktop client, you may try again in the Teams web client and check the result.
In addition, may I confirm whether this issue happens to all class teams or just this specific team? Please also confirm with other teachers to see if they are having the same issue when assigning assignment.
Please feel free to share any update with us, to help you better, please provide us screenshoots of the error message when assigning and the teams client version (if the issue happens in Teams desktop client).

--> Yes this is true for any class team and for any member of staff. However I have noticed that if staff log into the Teams web client outside of the school domain (or use there mobile phone on 4G) then it works perfectly. So I am guessing it must be either our school firewall or some other school system that is filtering out something. Is there any way of finding out which part of it is being blocked? Or are there any specific ip addresses we need to white list on our firewall?

Thank you for your efforts and let us know above information. According to the information you shared, it seems that this issue only exists on your school network environment.
To further troubleshoot this issue, you may refer to following article to check the filewall settings in your school system: Office 365 URLs and IP address ranges.
Moreover, regarding "if staff log into the Teams web client outside of the school domain then it works perfectly", may I confirm whether this user was using the same PC when testing this issue? If not, please let the user use the same PC and connect to a different network to see if he can create and assign assignment.
If the issue persists and you need further assistance, please provide a screenshoot of the error message you received to us and collect a log file to us for further analysis. -- Yes will do. It doesn't like the *.teams.microsoft.com type addresses so we may need to put all the IP addresses in specifically.

I am not sure how some machines on site bypass some sections of the firewall so work perfectly. This is the next thing to investigate.
